This industry discharges 25.2% of the Hexachlorobenzene from all over Europe into the atmosphere, being a highly toxic product, the production and commercial use of which is prohibited in most developed countries.

ADENEX has prepared a report on the pollution problems of Siderúrgica Balboa, SA, the most polluting company in Extremadura and one of the most polluting in Spain and Europe (Ministry of the Environment of the Government of Spain, 2001).

This industry discharges 25.2% of the Hexachlorobenzene from all over Europe into the atmosphere, being a highly toxic product, the production and commercial use of which is prohibited in most developed countries.


The company Siderúrgica Balboa SA belongs to the Alfonso Gallardo Group of Companies, which plans to expand the existing facilities in the current steel industry. This industrial group is also the promoter of the Alconera cement complex (in the middle of the construction phase, about to be commissioned), as well as an oil refinery and petrochemical industry project that it intends to locate in Mérida.

The Alfonso Gallardo Industrial Group receives political support and financial aid from the Junta de Extremadura, as it understands itself as a model in the region, a creator of jobs and that is committed to the future of the autonomous community. However, this type of development is the one that corresponds to the past, contravening the current bases of "sustainable development" and being clearly incompatible with the lines already initiated of extensive agricultural and livestock production: ecological agriculture and livestock, designations of origin, quality, agro-environmental policy, rural development programs, fixing the rural population, maintaining the towns and municipalities of Extremadura, increasing the quality of life and safety in public health ...


This has been achieved through the differentiated and rational exploitation of local resources, under a transversal and egalitarian development policy, which until recently did not contemplate the application of highly centralized industrial macro-projects, as a rapid source of job creation, corresponding to non-strategies. sustainable and not suitable for Extremadura in the long term. The irreversible destruction of the hallmarks of Extremadura, its landscapes, its natural values, its traditional methods of agricultural production, is the commitment of the Junta de Extremadura by supporting this type of polluting projects, consumers of large areas of land, which involve In addition, a high "ecological footprint", in exchange for a few jobs for a limited period of time and an economic return that will never amortize the real investment costs (subsidized) and much less the environmental costs.

On October 5, 2004, the application for integrated environmental authorization for the implantation of a steel plant promoted by A.G. Siderúrgica Balboa, S.A. (D.O.E. nº 116), in the municipality of Jerez de los Caballeros. On the same date and the same DOE, the application for integrated environmental authorization of the cement factory, promoted by A.G. Cementos Balboa, S.A., in the municipality of Alconera.

ADENEX rejects this directed model of aggressive, dangerous and polluting industrialization of Extremadura, which compromises development for the future, and wants to encourage social debate and public participation on this pressing problem, which can undoubtedly mark the destiny of the region .
