Proposal for the creation of a Laguna de los Cóndores Protected Natural Area

The spaces established as protected natural areas are not important due to their external, visible or aesthetic characteristics that can be appreciated by a viewer. The real value is found in the function of the species or ecosystem within the population dynamics of the ecological environment.

The proposal for the creation of a protected natural area called LAGUNA DE LOS CONDORES IN THE BASIN OF LOS CHILCHOS, department of Amazonas, district of Leymebamba; Peru obeys the peculiar characteristics of its landscapes, which are located between the last Andean foothills and the beginnings of the Amazon jungle. This department constitutes a mixing zone or ecotone. The lower altitude and breadth of the Andes mountain range in this part of the Peruvian territory has given rise to inter-Andean valleys rich in adaptations and endemisms of plant and animal species. The presence of exceptional ecosystems and endemic species, such as the patula-tailed hummingbird, Loddigesia mirabilis; bird that inhabits this area.


The steep slope of the eastern Andean relief, originates the concentration of mists in its topography, which together with the forest give rise to the most impressive plant formation called Bosque de Neblina. This is how the name of the culture that developed in this territorial space also originated. The human group that inhabited it, adopted the name of the Shachapuyus or Chachapoyas; "The men who inhabited the misty forests."

The implementation of strategies for the establishment of Protected Natural Areas is directly linked to the existence of specific objectives. It is good to indicate that in the preparation of a master plan, there is no strategy without objectives and the objectives must mainly reflect the common interest of the population or groups involved in the scope of the natural area to be protected.

The creation of a protected natural area is based on the identification of the elements or factors to be rescued. The question that we might ask ourselves initially is the following. What do we want to protect? The relevance of it will give us an answer by itself.

The conservation of a natural area and the achievement of commitments with the groups involved necessarily imply the conjunction of the interests that lead to the safeguarding of the natural heritage. The regulations on the protection of natural areas, which in many cases are not complied with or are unknown, make any conciliation process between the interested groups impractical. Commitments to the population can be based on utility or on the development of activities that condition the protection of the area of ​​interest. The starting point to obtain the support of the local population and their authorities is based fundamentally on these alternatives to avoid the destruction of the existing natural wealth.

The formation of multidisciplinary groups of professionals, with a holistic and solid training, constitute the counterpart of the success of any management carried out with the purpose of achieving the protection of natural areas of importance to society.
